海关总署公告2019年第71号（关于实施中国-日本海关“经认证的经营者”（AEO）互认的公告）

2018年10月，中国与日本双方海关正式签署了《中华人民共和国海关和日本国海关关于中国海关企业信用管理制度和日本海关“经认证的经营者”制度互认的安排》（以下简称《互认安排》），决定自2019年6月1日起正式实施该《互认安排》。现就有关事项公告如下：

　　一、根据《互认安排》规定，中日双方相互认可对方海关的“经认证的经营者”（Authorized Economic Operator，简称“AEO企业”），为进口自对方AEO企业的货物提供通关便利。其中，日本海关认可中国海关的高级认证企业为中国的AEO企业；中国海关认可日本海关“经认证的经营者”为日本的AEO企业。

　　二、中日双方海关在进口货物通关时，相互给予对方AEO企业如下通关便利措施：在开展风险评估以减少查验和监管时，充分考虑对方AEO企业的资质；对需要查验的货物，在最大程度上进行快速处置；指定海关联络员负责沟通联络，以解决AEO企业通关过程中遇到的问题；在主要基础设施从贸易中断恢复后，最大程度上为AEO企业的货物提供快速通关。

　　三、中国AEO企业向日本出口货物时，需要将AEO企业编码（AEOCN+在中国海关注册的10位企业编码，例如AEOCN0123456789）通报给日本进口商，由日本进口商按照日本海关规定填写申报，日本海关在确认中国AEO企业身份后，将会给予相关便利措施。

　　四、中国企业从日本AEO企业进口货物时，需要分别在进口报关单“境外发货人”栏目中的“境外发货人编码”一栏和水、空运货运舱单中的“发货人AEO企业编码”一栏填写日本发货人的AEO编码。填写方式为：“国别（地区）代码+AEO企业编码（17位数字）”，例如“JP12345678901234567”。中国海关在确认日本AEO企业身份后，将会给予相关便利措施。
